Modern approach to assessment of transport and operating condition of roads implemented in State Company "Russian Highways"

The article presents an analysis of current Russian regulatory framework for assessment of transport and operating condition of roads. It shows the impropriety of the current approach based on the rated speed utilization factor. The new approach implemented in state company "Russian Highways" is demonstrated. Suggestions to improve current regulatory framework are given.
